Meet the Faculty Members


Jenny McAteer


Service Director- Quality, Standards and Performance, Buckinghamshire Council | Principle Social Worker | Social Work & Social Care Faculty Lead Sponsor.


Jenny's recent work has focused on safeguarding and system resilience, developing integrated approaches to meet the growing complexity of care needs.


Jenny is currently working with partners to shape a county-wide framework for a truly integrated workforce, supporting the attraction, development , and retention of professionals across health and social care.

Sara Franchetti



Social Work & Social Care Faculty Lead | Strategic Lead in Practice and Quality Standards for Buckinghamshire Council.


Sara is a registered Social Worker and has been for the last 23 years.


She started her career working for Bedfordshire County Council as a social worker in the Older Persons team.


During her time in Bedfordshire she worked in Community Assessment and Rehabilitation teams.


She later progressed to a Senior Practitioner in Bedford Hospital where she managed a small team of social workers.




Emma Devonshire-Ryan


Workforce Development and Training Manager – Adults and Health, Buckinghamshire Council.



Within the Workforce Development and Training Team, our priorities and workstreams are closely aligned with those of the faculty.


Being a member of the faculty enables collaboration with key partners, such as health colleagues and local education providers, and ensures that our workforce development initiatives are both strategic and responsive to the evolving needs of the sector.



Nula O'Keefe



Workforce Development and Training Manager for Adult Social Care at Buckinghamshire Council.


Our team collaborates closely with the private and voluntary sectors to develop a skilled and capable workforce.


We strive to ensure that social care staff possess the right skills, attitudes, and opportunities to help residents lead fulfilling and independent lives.


 In partnership with Skills for Care, we also provide a safe environment for our Registered Managers Network meetings to support our RM’s.

Debbie Dry


Registered Manager.



Debbie is a qualified nurse (RGN) and Co-Chair of the Registered Manager’s Network in Buckinghamshire.


Her passion is to improve and maintain high standards of care and collaborate with others to foster positive working relationships, to attain this goal.


Debbie holds a Master’s degree in Healthcare Leadership and Bachelor’s degree in Health and Social Care.


Rachel Reid



Skills for Care Locality Manager for Buckinghamshire, Oxfordshire, and Berkshire.



As a member of the faculty group Rachel brings national and local guidance, resources, projects, insights and reform to help the faculty consider how its activities align with these.



In particular is the national adult social care workforce strategy which sets out the key priorities for the development of the workforce in adult social care and the faculty plan has been mapped to this.
